The 9 roads to Victory
----------------------
This proposed system has categorized 9 roads of increasing intensity to
cause a better society to establish itself by their own direct effects,
and if desired to establish a DAVID system. Notably striking is not one
of the roads detailed here.

Truth Debating, reaching people with arguments o-0
Fair trade Buy fair trade o-1
Finance Fund democracies o-2
Political parties Organizing many political parties o-3
Revolution Setting up voter-group system in a mass effort o-4
Armed uprising People's armies to defend free speech and free assembly o-5
Military conquest Conquest of land o-6
Resistance Disconnected cell resistance o-7
Protecting truth Individually protecting truth o-8

The first 4 schemes can be done immediately, with the revolutionary scheme
(o-4) done by those willing (see the chapter about it for details). The armed
uprising (o-5) against a tyranny that denies free speech and free assembly
(the minimum democratic rights to solve all problems by talking and voting
and being reasonable), is potentially illegal in some nations (although it
may be legal if training is done with fake weapons) and perhaps not even
necessary (if these rights are already in good order and not threatened
short term). Military conquest (o-6) is an historical endeavor to secure
the existence of a (new?) nation, and could take the form of a secession war
against an empire. Distributed cell resistance (o-7) is a defense during an
ongoing harsh tyranny which does not allow (immediately) one of the other
schemes. The protection of truth (o-8) is for conditions that do not even
allow a cell resistance, where even having certain information is actively
threatened by a tyrannical government or criminal group. These roads to
victory are detailed one by one in the following chapters. Notably striking
(refusal to work) is not among these schemes (for no apparent reason).

                             Truth (o-0)

Everything that can be done to get people to have the chance to reject
this proposal, which means enough of them understand it.

                             Fair trade (o-1)

The buying of products and services of companies promotes their existence,
while not buing their products/services reduces the chances of their survival
(obviously). This is a powerful mechanism, especialy when combined with
socially directed finance.

                             Finance (o-2)

Setting up funds to create companies that are or end up being owned by
the people who work in it, loosely based on the proposed Constitutional
law. The fund brings together investment capital from its members, for
example in the form of donations, until the members deem the fund capital
to be large enough. A separate money stream is directed to the operational
costs of the fund and among which the wage (what would otherwise be the
"profit" taken from the interest scored on the for profit loan) for
the investors. The investors negotiate their wage with the members. The
members ought to establish a democratic control system which has the
ultimate power (for example the "ownership"), because that prevents the
investors to be tempted to make interest bearing loans with labor abusing
potentates. One idea for this control mechanism of the members is the
voter-group model again?

The simplest investment is in a company or startup effort, on collateral,
agreeing under contract the company will democratize (in good faith) after
the starter(s) leave. Companies that betray this arrangement and no recourse
to the Judiciary will resolve the matter can be destroyed by economic warfare
operated by the same or other funds in the scheme. Economic warfare: funding
competitors at a cut-throat quality/price combination nearby, even at a
loss to the fund itself. This protects the credibility of this funding and
threatening other companies to play fair or be bankrupted; advertizing and
calling for a boycott can also help. To prevent unpleasant circumstances it
may be a good idea that everyone in a company knows exactly what is agreed.

Under conditions of economic warfare from an existing for profit investment
sector it might be necessary to hide the contract, because dictatorial
businesses and rent-seeking funds may attempt to bankrupt and shut out
of trade everything they do not like economically. Setting up extensive
trade networks between democratized and democratizing businesses can defeat
such tactics. Refusing to work ("strike") tends to be most effective when
labor organizes itself. Doesn't everything work best when those having a
certain interest organize themselves and keep power close to their chest ?

              voter-group:delegates-group:supreme-council model

In this model there are maximum 2 steps to any Government power
from any individual (voter). Voter elects delegate in a 'voter
group,' those delegates can form councils: 1 step. Those delegates
also combine to elect one from between them for larger councils: 2
steps. A central council of again 50 persons in the top because
that is so massive that it is less likely to be manipulated or able
to keep secrets or go against the will of the organized people for
whatever reason. To adapt the voter-group system is easy enough:
smaller then 50 means everyone debates it together, perhaps in 5
subcouncils of 10 persons to prevent loud people to dominate.

The sub-council system means each subcouncil debates an idea or problem
and passes its conclusions to another, who then debates it and passes
it on, so it goes back and forth until it is debated out and then put
to the general meeting where each subcouncil has a spokesperson to back
up its members and the meeting is chaired by a designated chairperson
to make sure everyone can speak. It is a careful and dynamic process,
which takes time to complete. For swift actions you could organize as
an army fist as well (see o-5), where the council becomes the 'house
command,' which appoints commanders. This can be useful when attacked
by force to behave like an efficient force as well. In a negotiation
it can be used as well, sending the commander to the negotiation,
controlled by the house command (like a spokesperson of the council).

If one said a voter-group at least has to have 3 members,
and the minimum size of the top council is at least 30
persons, then from 90 persons one could organize the model as
a 3(voter-group)::30(supreme-council). In this model a general
vote always is the top power (see constitution proposal, referendum
3.1.b). One can then add voter-groups until it is a 3(vg)::50(sc). Here
a table of the options for voter-group:delegates-group:supreme-council.

System shorthand name: Voter-group:delegates-group:supreme-council
So a system with voter-group size 15 and only a supreme council
of 45 is a 15::45 model, while a voter group 50 with delegates groups
530 and a supreme council 50 is a 50:530:50 model (1,325,000 persons).

This is how you could use this model for small groups until large groups:
2-19 direct, or for example divided in 2 subcouncils.
20-90 2 to 9 subcouncils of each 10.
90-150   3::30-3::50
Use a smaller supreme council, 30 to 50 (supreme in the
sense that it represents everyone rather then only a part, not that
it has supreme power).
150-2,500 ?::50
Take the number of persons, divide by 50, make voter-groups
roughly that size to get 50 supreme-council (not all groups have to
have exactly the same size, the power-loss is marginal for a little
larger groups). Note that the voter-groups retain power over their
delegate. This system is not about choosing 'leaders' but controlled
spokespersons or delegates. Loss of political influence is limited
further when voter-groups group by what they want, especially useful
for minority positions that may otherwise get swamped in the voter
groups. Marginal positions can at least have a voice higher in the
structure if they form a voter-group in which they are the majority.
450-7,500 3:3:50-3:50:50 and 3:3:50-50:3:50
Take the number of persons, divide by 50, divide by 3 to
roughly get the delegates group size. This first model range uses
small voter groups, the second uses small delegates-group sizes.
7,500-125,000 3:50:50-50:50:50
Take the number of persons, divide by 50, divide by 50 to
roughly get the voter-group size.
125,000-100,000,000 50:50:50-50:?:50
Take the number of persons, divide by 50, divide by 50
to get the delegates group size, any size will do, even thousands,
a whole nation.
15,000-45,000 10:30:50-30:30:50 and 30:10:50-30:30:50
A model with more 'handy' voter groups and delegates groups
between 10 and 30 (which fits nicely in a classroom for example).

One can play with these 3 variables, however the main idea here
is to maintain a top council which has a certain massiveness to it,
between 30 and 60, ideally perhaps 50. Both voter-groups and delegates
groups probably work best if they are 10 persons or more. Calling
this the standard rule: from 2 persons to more:
- 2 until 90: undefined, direct debate, or subcouncils of about 10 persons
- 90 until 150: increase supreme council until 50, (3::30-50)
- Then increase voter-group size until 30 (3-30::50), 150-1,500 persons
- Then cut voter-groups in 3 parts to have 10 persons, and increase
  delegates-groups from 3 to 10 (10:3-10:50), 1,500-5,000 persons
- Then voter-groups increase to 30 (10-30:10:50), 5,000-15,000 persons
- Then delegates-groups increase to 30 (30:10-30:50), 15,000-45,000 persons
- Then voter-groups increase to 50 (30-50:30:50), 45,000-75,000 persons
- Then delegates-groups increase indefinitely (50:30-?:50), 75,000-30,000,000 persons.
It can sometimes help to use a pre-existing rule that has a system
for each number of people, because sometimes cunning people might
make up a division that they think is advantageous to their aims.

Note that in this model the delegates elected by a voter-group can
also form councils of their own, local Governments. This system here
is a deviation from the Constitutional Model which always has voter
groups of at least 50 and all councils at least 50 as well (see below.)
Obviously it can be used for all kinds of organizations, from armies (house
command), political parties, very small sovereign nations, companies, ...
It is not replicated in the State model because the State model is a
more serious organization (Sovereign), and deals with (usually) a continuum
of people in a wider area. They will have to measure up by forming proper
voter-groups, the uniformity accross the nation allows it to integrate.

                             Political parties (o-3)

1. Open market between the sister parties, each party does only attempt
to organize a minority, for example maximum 10% of the people or 10%
of the politically active people. 2. The DAVID sister parties, who can
each have their own nuances in their interpretation of a DAVID system (or
even disagree with important parts of it), play the proposed Constitution
internally as a way of keeping the party loyal to the members, and to
become familiar with the new system (and correct mistakes in it if any,
or make improvements, or just being creative). 3. The party is internally
an absolute democracy, to protect it somewhat from infiltration people
who become members are verified to some degree, particularly when this
effort is a (small) minority of the people. People are pressed on their
heart to not be loyal to the party but be disloyal, to leave the party
(in disgust where possible) if the party betrays the goals or is otherwise
corrupting. 4. When there is a disagreement on the course of the party and
a part of it wants to split away, then that split of the party is a good
thing because it increases the offerings on the political market. The
smallest group that splits away should get ample of opportunity to ask
others to join the split, and then the split can occur in good order.

5. The party runs empty pocketed, membership costs nothing and donations
are not accepted from any source (!), including the existing Government
(which is also an attempt by the corrupt system to buy blind loyalty, in
any case it would work that way). This is vital to keep the big money people
from infecting the political landscape with their money. Who pays is boss,
but rich people should not dominate, the membership should dominate to the
point of being the exclusive only force in the party. Things that cost money
will have to be billed to those members that want them, everything brought
together from donations from the members for that particular thing. It may
be a good rule not to accept donations over a certain size too. This makes
party finances somewhat of a headache, but it is probably worthwhile until
the finance system is cleaned out and probably later as well. What do we
need payed people for ? If they have to be payed for being politically
active in a political party (outside being elected into the Government),
then that class is going to be populated by people in it for the money
and not for the ideal, not for the nation but for their own glory and career.

6. Where there is no other way because of the way the voting system works
the parties will have to combine in confederations of maximum looseness,
and break out into independence whenever possible.

7. Anti Imperial strategy: when 'we' are strong in the nations and there
is a good chance we can dominate an Imperial Parliament if one exist, the
word has to go out to all the DAVID sister parties in all the nations on the
possibility of suddenly participating in Imperial Parliamentary elections,
gain the upper hand there, and then rip it out and destroy it by legal
measure. If we do not succeed in destroying the Imperial Parliament all the
elected delegates in it stop participating in the Imperial parliament. It
is best that elected delegates do not accept wages from the Empire or any
other money, unless to pay the Empire its criminal fines that it might
impose against people who want to engage in these activities. The first
attempt to destroy the Empire is by asserting national Sovereignty in the
national Parliaments or other platforms of political power. A time frame to
destroy the Imperial Parliament by infiltration is hard to give because the
Empire will possibly 'strike back' with immoral legislation knowing this
attack is coming. If need be we will go to war on the Empire, destroy its
infrastructure in a HOLY WAR ! To death with the EMPIRE TO DeaTH WITH THE
EMPIRE !!! However, the majority will of the people has to be respected,
but per area; secession is great, pulverizing the Empire is pure beauty.

Empires that do not even have an Imperial Parliament in any form, or who's
voting systems are thoroughly unreliable will probably have to be destroyed
by glorious deconstruction, by a scheme-5 or even scheme-6 military uprising
(see below). I'm sorry to be carried away here, but the Empire Must Die
! The Empire is the seat of all evil, fanning the flames of corruption
war and torture, mass rape, lies that last centuries upon centuries, heaps
of dead bodies so high. If we are to live, if humanity is to survive,
if democracy is to have a chance, freedom, Justice, the Empire must die. If
the Empire has died, the nations can live. Cooperation is diametrically and
exclusively opposite to subjugation to Empire. There are no guarantees of
military peace between the nations, it's called freedom. Empires are too
big to be managed properly, they have to corrupt, its people turn into
intellectual children without the hope of having influence.

History is clear on what happens to nations, even if they start out as
a democracy, that become Imperial: they loose their Democracy. The bond
between the people and the Sovereign snaps and will remain beyond repair.

8. The parties should not use shoulder insignia in the colors blue on white
for the Constitutional positions because those colors are reserved for
the revolutionary scheme (o-4). 9. These DAVID system parties have their
own being and ways, they are dealing with the local political situation
as it may require. They are political parties in the widest sense of
the word. 10. The international arena exists only as a publication of
agreements or disagreements reached between two or more parties from
different nations. There exists no organization that bills itself as
an international element. The international element exists as an ongoing
vacuum of complete freedom, into which various parties their agreements and
disagreements exist. It is important not to start up an Imperialist system,
because it will no doubt corrupt in short order, will be populated with
carreer hunters and incompetent people who do not realize they are engaging
in an impossible endeavor that can only fail and poses an imminent threat
to the entire attempt by corrupting it from above. An international and
therefore Imperial political organization also escapes the direct control
of the voters, and every attempt to conceal that fact will conceal that it
the mechanisms proposed will flow from that organization or those connected
with it, which means they can change it. It will be a 3rd step away from
the voters, which is a break with the proposed voter-group system. Some
corrupt or misguided parties may attempt to set up such organizations,
who may then get press by preference from the Imperialist and tyrannical
forces; it is simply a matter of keeping true to the goals, eventually
the truth will probably win.

11. Marches in this system are considdered having little to no
power, they are potentially dangerous because violent enemies may
make lists of participants and even ambush them. Marches can be
engaged in combat through provocation, sending in infiltrators who
commit violence, or using the violence of misguided elements. The
combat is likely to be portrayed in the media according to the
financial interests of those controlling the media. A march is a
gathering of people in the form of a column, it can at the same
time be an open showing of hands (voting, expression of opinion),
or it can be construed as being or actually become an attempt
to depose a Government by force. The chanting and obstruction of
traffic, sometimes occupations of buildings or squares, causes the
demonstration to become primarily a nuisance. If numbers are not on
our side we will simply have to retreat, starting to scream and get
in peoples way is not likely going to help.

Hence, in this system the demonstration is primarily for ourselves,
to socialize and feel good. We dress nice, carry perhaps some signs
but not too many, we do not as a rule obstruct traffic or occupy
squares. The best rule is that small children find it amusing,
hence our signs look uplifting and hopefull and show no violence or
gruesome pictures. For the more serious efforts there is a trained
internal order force which is to quell rioteers and hand them over to
the authorities and/or give the authorities the evidence they need
to prosecute the guilty parties successfully. This way we show that
we are a safe haven for the Sovereignty, that we behave responsibly
because we are responsible. Our demonstrations are not a forced attempt
on the buildings where power tends to be concentrated, therefore we
actively avoid such buildings. That way we show that we do not need
them to be Sovereign, we do not venerate them with our energy even if
it is in objection. Then we will also have little trouble avoiding the
rioteers who have a tendency to congregate there. When we organize an
armed force to overthrow the existing order, we will do so properly
(see o-5, o-6 instead). An interesting activity during our marches
is to hand out debating material both internally and to passers by,
while allowing others to hand their materials to us so that we can
find the best solutions in the pluriformity of opinions.

2nd order council (elected by delegates)

Note: the sub-council system has the council divided in 5 subcouncils, who debate which each other and pass each other their ideas on matters on the table. The public is obviously privy to all that is going on, and therefore has a chance to interject its opinions. This system is not part of the proposed Constitutional model but could help with efficiency, transparency, making it more democratic and undercut power of minor tyrants. Armed uprising (o-5) Flag protocol: this is the scheme-5 flag or "green flag," which is used to identify this system. The 5 dots below signify freedom of speech, the dots are individual, while the circle shape in the middle denotes assembly. These two rights should be "above ground," which means they are respected in the area. If these rights are not respected they are buried below the green bar. The flag is either shown with the green bar up or down, depending on how these rights are judged in the area by the unit who flies the flag. The words "freedom of speech, freedom of assembly (for us and our opponents)" are ideally in the local language or the language of the unit in question. The goals of the armed uprising is to secure the freedom of (political) speech and (political) assembly, because with those two rights in good order all other problems can be resolved by debating and voting. To keep these armies proper, they appoint their top and 2nd in command military commanders by an internal democratic system. One such group with a self-coherent democracy is called a fist, its size is from 2 fighters until 1 Army (~200 000 persons). See illustration for the ranking system of these armies. Small fists use only direct voting, middle sized fists up to 2500 persons (one regiment) use an adapted voter-group and/or supreme council size to fit their needs. Larger groups don't bother with setting up any councils except the supreme council for the fist, unless there is ample of time to train with these things as a way to get familiar with the new system. During training a complete council system can be set up, which then decides on the training that day. The internal democracy is called the House Command. The smaller councils are not needed to run the war, which his run by the military hierarchy, the Military Command. Fists can merge into larger fists by merging their house command structure (see subcouncil model above under o-2). A fist could also remain a fist and subordinate its top office into a larger fist. One army (wo)man is only part of one house command. When a military hierarchy integration is desired by roughly equal sized fists than the house commands can decide they will vote together on the military structure that is above all their individual sizes, while retaining exclusive authority over their own fist command. Such voting should be weighed by the strength of the units, rather then one fist one vote. The fist of such size naturally having a certain rank controls that rank by its house command. Smaller militarily integrated fists do not participate in such appointment. If top command is taken out of action (killed for example), the rank below have to temporarily rule by majority vote until single head command is restored by the house command. One could integrate several fists of equal size this way as well, which has an echo of the mutual strategic command. One could initiate cooperation like this and later install a top military commander for that unit. First testing out each other, and then bestowing rank properly with better understanding. If decisions are not decisive enough that way they appoint one of their own as the temporary head (while the house command is being informed and works to establish command properly...) The strategic command needs of several armies are serviced, if so desired by the Generals and/or house commands, is serviced by high staff Generals without direct command, who operate as a group (or however they see fit). The relative ranking of these high generals is not that important, but can help in case of time pressure. The ranks above lieutenant General (3 star General) are for the duration of the job, a lieutenant General is therefore the highest personal rank in this system. A special branch is trained to handle emergency Government after victory. It is to set up a system of civil government that is in line with what that people want. That system may not be what is proposed here, they should be capable of setting up anything that the people are likely to desire. Note that if the DAVID239+ system is installed the people can still use that to change it into what they really want. The people may want to use wearing symbols as a way to vote on this during Victory, because it will not be so simple to determine what public will really is. I hope the people will not be too outraged if a DAVID239+ system is installed against public will, which is of course a good chance if this system is used by the bulk of the military uprising, and instead use the mechanisms it gives the public to change that according to their will. They should hurry because once something is entrenched it becomes hard to change. Then again, is this system really so bad ? You be the judge of that, national diversity is certainly something to be desired. This special branch is called 'purple brigade(s)'. After 3 month the mandate of purple brigades ends one way or the other, they ought to both step away from power and be dismissed from power. Training is to be conducted in such a way that human dignity is preserved. Ideally people that already know each other form small groups, up to Sergeant. When a real uprising and larger integration becomes necessary they can integrate themselves into larger groups, either retaining their independent fist status (their own house command and military hierarchy), or merge into larger fists (unite their house commands). By being with people you know you can prevent your energies to become used by corrupt uprising systems. A default uprising is for example a 10% of the people, respecting obviously the proposed constitutional age for this (Dutch saying "emergency breaks law"). A casual training of only 2.5 hours a week should already be enough to cast the ghost of these Armies over the lands, and make the would be tyrants toss and turn in dread in their sleep and tremble on their knees ... In this system a fighter becomes an unranked fighter after having walked 40 kilometers within 24 hours, with 20 kilogram on his/her back, after which hitting at least once with a projectile weapon a target the size of a torso. The fighter will have to determine for himself whether he will be willing and capable of murdering for the cause of free speech and justice if it becomes necessary. War is murder, it is horrible. Not waging a revolutionary war against a murderous tyrant can end up being worse. Trained soldiers and officers can blend sideways into the hierarchy. These armies do never torture for any reason, and respect the human dignity of people taken prisoner. When fighting reactionary forces beware of every possible trick they could think of to see action. It is important not to torture, among other reasons, because if prisoners are badly treated the enemy will tend to be less easily persuaded into a surrender. Military ranking structure: fighter ranks until sergeant (including), field officers major and colonel, personally held ranks until lieutenant General (including) ranks for duration of appointment captain General and higher. Maximum fist size up to captain General (Army). Mutual strategic command Generals are staff Generals without command advising the captain generals. Corporal General and higher are flag officers who must have a character capable both of surrender, or fighting on to the death for eternal Glory in the halls of Remembrance. The 2nd class is yellowish/gold the 1st class is light-grey/silver colored, 1st/2nd class fighters silver. Reaching the enemy rank and file with the truth and a better future, the goal these armies fight for "freedom of speech & freedom of assembly for us and our political opponents" may help persuading the enemy fighters and officers to join our side. These armies do not conduct ideological campaigns within themselves, also not for a DAVID system, because that will possibly repel people who disagree with all those details from rising up within or with our armies. The idea is simply to establish these two rights, speech and assembly, no more and no less. Uniting behind the right to dissent, as it where. These fighting forces (fists) primarily go off the directions of Brigade Generals or higher commanders, particularly when there is doubt about what actions should be taken. In general smaller units then a Brigade only exist as a potential but do not actually engage in actions outside the strategies of Brigade sized strength in the area. This is necessary to disown wild actions of small units. Note that this system as proposed here, these colors, are likely going to be abused by false flag attacks, and therefore we are potentially going to have to fight corrupt elements within our own system. Adapted the ranking structure for a possible police force. The "3rd class" ranks are red, they are for non-combat elements which might need a rank to have command to do some job (for example a medical doctor may need to have a command in a hospital, non-military people in a supply chain (optional)). Military conquest (o-6) Military conquest is an historical mission of a people, and is therefore essentially governed by their own creativity and not by this system. However it may be a good idea to use the laws about a new nation suggested in the Constitution to deal with the new borders. That way if people end up being inside what wants to be a new Sovereign nation they can vote on whether they want that. It would prevent a minority armed force to declare a new nation over more people who do not want it. Resistance (o-7) During ongoing tyranny it may not be possible to organize significant armies (yet), but it may be possible to organize in secret. The method proposed here is to use groups of about 5 persons, led by themselves. They try to behave as perfect and tactical as possible with respect to their secrecy, using code words and signals and having acceptable explanations for their whereabouts and actions, and B (and C) plans to switch to if the conditions are too risky. It is probably best only to accept a new member if everyone agrees to that first. One should probably simply stop interacting with other groups or seek connections with other groups unless one can be certain it is not an attempt to infiltrate the resistance with fake resistance. It may be impossible to achieve such confidence with certainty. The tyranny will probably at least use a dual approach: direct open repression, and setting up extensive efforts to recruit people for the resistance including for a time doing some damage to their tyranny in order to attract people into their clutches. Some risks in resistance will have to be taken, because if the enemy can win by having everyone suspect everyone then they win by that effect, which is an effect they will probably want to promote in society (the baseless suspicion between people). Protecting truth (o-8) When it is not even possible to organize a cell resistance, then individuals could attempt to shield as much of the truth, for example these documents, until it becomes possible to act. -- http://www.law4.org The above is the new chapter, i'm printing it now to Usenet because obviously I fear being cut off here. But now that you see it, if you keep this on your computer, we've headed them off once again.
