[...] AU Commission chairman Jean Ping said the new authority would have a broader mandate than the existing commission. The body will be headed by a president and a vice-president, and the commissioners will become secretaries charged with portfolios. [...] [/QUOTE] This is a continent wide disaster in the making, it must be stopped & dismanteled immediately. Each Afrikan Country must deal with its own problems, and though these problems may be big, in an Afrikan Union these problems would only become bigger. The corruption will worsen, the democratic aspect of society will diminish further. I've heard it say that European style "party democracy" may not be what Afrika works best under, because it is a system that first creates divisions, then a war between the divisions for votes. In Afrika such a "word battle" too often becomes an actual battle. In Afrika there is also sometimes a different outlook to leaders giving jobs and money to their political friends. It is thought of as normal, something of a patronage (see European middle ages) relationship which is not thought of badly. In Europe the papers would be screaming corruption and the politicians in question could land in jail. In (parts of?) Afrika such politicians are rather seen as taking good care of their friends, as they should. I have made a different model of democracy, it functions not by first making schisms in parties and then a grand nation wide battle (of words ideally) between the schisms, later to be followed by compromise between the schisms or political oppression (having no power). When you think about it, it is a crazy system isn't it. Who is the laughing third man ? The banks. Divide & conquer. Anyway, my system depends on blocs of people voting for one representative. 50 such elected representatives form a local Government council. These representatives elect the national Government by being divided into 50 sectors in the nation. What this does is, particularly if people vote for the more trustworthy/wise a little bit older people (or much older people), making certain there are enough women elected (half or more), you get a quite "relaxed" type of Government. The Government is not forged in some great fireworks of opposing political programs, with all the media hype banking money can buy. The media can't get its finger in between 100 people and their representative, or only on rare occaisions. What this does is create a to an extend non-political Government. The "politics" come back in through referendum law, and the obligation on the Government to do what the people want. The people can remove and replace their elected delegate any day. The whole system is worked out in extensive detail http://www.socialism.nl/law I think this system may work very well in Afrika. But it will work badly if a large section of voter-groups start electing petty criminal bosses, badly tempered youngsters particularly male. If that happens the chaos will no doubt continue. At least it is apparently what the public wants ? To combat this problem: increase the age of being allowed to vote, for instance to 30 years. One can also allow females to vote 5 years before males, because males tend to be much more violent then females. When violence in society is a big factor: give more power to women then men. Not that women can't violent, but seems they tend to be less so, and their violence is less physical and more psychological. That can translate into less permament damage.
